Cristiana FORTINI has been a senior professor in Administrative Law at Minas Gerais Federal University-UFMG, in Brazil, since 2010.  She received her PhD in Administrative Law in 2000.  She was a visiting scholar at George Washington University (GWU) in 2015.

She also works in public service as a primary auditor (auditor general) in Belo Horizonte, the third-largest city in Brazil. Her professional life mixes academics and public service activities. She is specialized in public procurement, regulation and contracts and she has written several books and articles about these issues, focusing in the local problems.

Prof. Guillaume Rousseau a complété un baccalauréat en droit à l'Université de Sherbrooke et une maîtrise en droit comparé à l'Université McGill. Il a effectué un stage et a pratiqué comme avocat en droit de l’urbanisme et de l’aménagement et en droit municipal chez Fasken Martineau, un cabinet d’avocats d’envergure internationale. Cette expérience de travail s'est ajoutée à celles qu'il avait acquises au Ministère de la Justice du Québec et à la Commission des droits de la personne du Nouveau-Brunswick. Au cours des dernières années, il a enseigné le droit municipal et effectué des études doctorales en droit à l'Université Paris I Panthéon-Sorbonne et à l'Université de Sherbrooke, sous la direction des professeurs Sébastien Lebel-Grenier et Michel Verpeaux. Sa thèse portant sur l’histoire du droit municipal au Québec et en France a été soutenue avec succès à l'automne 2012 et a remporté deux prestigieux prix (celui de la meilleure thèse en co-tutelle Québec-France et celui de la meilleure thèse de l’Université de Sherbrooke dans la catégorie sciences humaines). Le livre issu de cette thèse, L’État-nation face aux régions, a quant à lui remporté le prix Richard-Arès. Depuis 2012, Me Guillaume Rousseau est professeur à la Faculté de droit de l'Université de Sherbrooke.

Jesse Ribot is Professor of Geography, Anthropology and Natural Resources and Environmental Studies and director of the Social Dimensions of Environmental Policy Program at University of Illinois since 2008. He is also on the faculty of China Agricultural University in Beijing. Before 2008, he worked at the World Resources Institute, taught in the Urban Studies and Planning at MIT and was a fellow at Stanford Center for Advanced Studies in Behavioral Science, Department of Anthropology at Columbia University, The Institute for Public Knowledge at New York University, Department of Politics at The New School for Social Research, Agrarian Studies at Yale, Center for the Critical Analysis of Contemporary Culture at Rutgers, Max Planck Institute, Woodrow Wilson Center and Harvard. Ribot is an Africanist studying local democracy, resource access and social vulnerability.

Richard FEIOCK

Richard Feiock is a National Academy of Public Administration fellow, internationally recognized for his expertise in local government sustainability and local democratic institutions. He directed the Sustainable Energy and Governance unit of FSU’s Institute for Energy Systems, Economics and Sustainability and in 2014 was appointed to the U.S. Environmental Protection Agency Board of Scientific Counselors.  In addition to holding the Jerry Collins Eminent Scholar Endowed Chair at Florida State University, he is also the Augustus B. Turnbull Professor of Public Administration and Policy in the Askew School at FSU.  He is the founding director of the FSU Local Governance Research Laboratory and was the Ph.D. Program Director for the Askew School from 1999-2004.  He has served as major professor for 42 Ph.D. dissertations and in 2011 received the Florida State University Graduate Faculty Mentor Award.

Feiock has been principal investigator on six National Science Foundation research grants and has received major grant awards from several foundations as well as a Fulbright Scholar to Korea. He has published five books and more than 150 refereed articles and is editor of Public Administration Review. Among his numerous career awards are the Donald C. Stone Award for career contributions to the field of intergovernmental management from the American Society for Public Administration and the Daniel Elazar Distinguished Federalism Scholar Award.

Rosa Maria DIAZ LOPEZ

Licenciada en Derecho por la Facultad de Derecho de la Universidad Nacional Autónoma de México (UNAM), Maestra en Derecho (UNAM), Doctora en Derecho (UNAM). Su área de investigación comprende las ciencias jurídicas y derecho, con enfoque en derecho procesal constitucional, derechos humanos, derecho fiscal, métodos alternos de solución de controversias, derecho energético y sustentabilidad.

Investigadora en el Sistema Nacional de Investigadores (SNI-Nivel 1), Investigador Titular en el Centro de Investigación de Tecnología Jurídica y Criminológica (CITEJYC) de la Universidad Autónoma de Nuevo León (UANL), Catedrática en el área de Posgrado de la Facultad de Derecho y Criminología de la UANL.

Se ha desempeñado como Directora Jurídica de la Comisión Nacional de Arbitraje Médico y Magistrada en el Tribunal Federal de Justicia Administrativa, así como Asesora Jurídica en la Procuraduría General de la República y en la Secretaría de Gobernación.

Autora del libro El Ombudsman de la salud en México por el Instituto de Investigaciones Jurídicas de la UNAM; co autora y coordinadora de la obra: Regulación de servicios públicos y energía por la Editorial Porrúa, Asociación Iberoamericana de Estudios de Regulación (ASIER) y la Universidad Autónoma de Nuevo León; co autora y coordinadora del libro: Panorama actual del derecho fiscal y energético en México por la Editorial Nueva Jurídica de Colombia y el Colegio Nacional de Profesores e Investigadores de Derecho Fiscal y Finanzas Públicas, A.C.
